Damage to property and agriculture appeared to be low after the typhoon hit the east coast of Luzon on Tuesday but most areas in the northern provinces of Ilocos Norte, Cagayan and Isabela were under knee-deep water, said Anthony Golez, an OCD spokesman. "Most of the casualties were drowning victims," he said, adding about 20,000 people were still in temporary shelters in the northern provinces.
