The Government of Madagascar reported the following situation as of 13 February 2004:
- 29 deaths;
- 3 people missing;
- 100 people wounded;
- 44,190 people homeless.

On 28 January 2004, tropical cyclone Elita hit Madagascar causing severe damage in the western and south-eastern parts of the country. Between 7,000 and 10,000 people had lost their homes.
